Effective January 5, 2025, NY City implemented Congestion pricing in a Congestion Relief Zone. This Zone consists of local streets and avenues at or below 60 Street excluding FDR Drive, West Side Highway/Route 9A and the Hugh L. Carey Tunnel connections to West Street. Currently, NY Congestion Pricing is not part of Hertz All Inclusive program and rates and fees will be billed up to 3 weeks or more after rental has returned. Customers will be liable for a daily entry fee and a $5 per day admin fee.
Since most entry points to the NYC Congestion Relief Zone are only equipped to read license plates, short-term rentals cannot be added to personal EZ Pass accounts. MTA states that if the E-ZPass account is not associated with the vehicle’s license plate, the registered vehicle owner will receive a Tolls by Mail bill, meaning rental car customers will not be able to use their own EZ-Pass accounts since their personal transponders won’t be linked to the rental car license plate.

Plenty of toll roads have now converted to All Electronic Tolling; tolling that no longer offers traffic booths for travelers to stop and pay tolls in person. If your travels lead you through a toll road with no options to stop and pay, PlatePass® All Inclusive Tolling is the perfect solution. Be sure to check with the local tolling authority for all available payment options.
“PLEASE NOTE: If you decline the optional PlatePass All-Inclusive service at the start of the rental period, but still use electronic toll roads and/or bridges during the rental period (including “cashless” or “all electronic” toll roads and bridges, as noted above), you will be liable for and we will charge you: (a) all tolls incurred for such use (at the highest, undiscounted applicable toll rate); (b) a $9.99 usage day fee; and (c) all other applicable toll charges or fees, if any

For Transponder regions: In E-ZPass and I-PASS regions, your rental vehicle may be equipped with a transponder. The transponder communicates with the tollway using radio frequency technology, collecting information from the transponder to pay the toll. If the transponder malfunctions, or is not present, your rental vehicle will still be enrolled in PlatePass Automated Toll Payment if you incur tolls without using a personal transponder or other approved payment method. |
For Transponder regions: To use PlatePass Automated Toll Payment, slide open the gray transponder box behind the rearview mirror (if available), so that the toll agency can read the transponder. If your vehicle is not equipped with a transponder, simply drive through the toll lane. The toll road system will automatically read the license plate of the vehicle. Hertz rental vehicles are PlatePass enabled for use on covered tollways. PlatePass will only activate if you drive on covered tollways without using a personal transponder or another form of payment for tolls approved by the applicable toll authority. |

To avoid using PlatePass Automated Toll Payment: (1) If your rental vehicle includes a transponder, make sure it remains secured within the shield box, with the shield box closed and (2) pay all tolls with cash, with your personal toll transponder (where per-mitted) compatible with the toll road, or directly to the toll authority (where permitted). Some tollways without cash lanes permit payment in other ways and at other times. Toll authorities sometimes change their toll payment options. Check with the applicable toll authority to learn all payment options. |
PlatePass Automated Toll Payment charges applied to your credit card statement will read: Hertz Toll Charge - ATS. Charges usually appear on the credit card statement within 1-3 weeks after the rental agreement has closed. Charges will not appear on your rental invoice. Hertz has assigned the billing rights to ATS Processing Services LLC/PlatePass LLC as Hertz’ agent. |

All-electronic tollways operate using 100% electronic toll collection (also known as Open Road Tolling). Drivers using all-electronic tollways do not have the option to pay tolls with cash at the time of using the tollway. Drivers using an all-electronic tollway may see signs indicating vehicles without a compatible transponder will be billed for tolls by mail by the local toll authority. However, toll authorities are unable to bill Hertz rental customers directly, and if a rental customer drives on a covered all-electronic tollway without using a personal transponder compatible with the tollway, or paying with another form of payment approved by the toll authority, PlatePass Automated Toll Payment will activate and charges will apply. |

You must pay cash or use a transponder compatible with the tollway. If you do not pay for tolls with cash or transponder, you will be issued a toll violation. PlatePass is not available on tollways in Alabama, Alaska, Louisiana, Michigan, Minnesota, Nevada, Oklahoma, Oregon, South Carolina, Utah, or California roads: Express Lanes SR 237 and I-15. |
The Golden Gate Bridge and certain other California tollways are all-electronic tollways and do not accept cash or credit card for toll payment at the time of use. Customers who drive on the Golden Gate Bridge can make payments by: (1) Accepting PlatePass service at the rental counter; (2) Using their own transponder that is fully-funded, properly mounted, and compatible with the tollway; (3) Paying the toll authority directly online, by phone, or in person (at various locations) up to 30 days prior to crossing the bridge or within 48 hours after crossing the bridge. Rental Customers who drive on Southern California tollways SR 73, 133, 241, 261, Express Lanes I-10, I-110, SR 91, and 125 have the option to pay for tolls directly by using the toll authority website’s “One-Time-Toll” payment option within 5 days after toll occurrence. For more information, see thetollroads.com. Coverage is NOT available on I-15 Express Lanes. (If you use these tollways without paying, it will be treated as a violation per the terms of your rental agreement.) |
